A dormant development site in Campbelltown’s city centre is moving again, with plans lodged for a 139-apartment project that would replace a mixed-use scheme approved in 2016 but never built.
The new proposal covers 28 Cordeaux St. on a 3,092-square-meter corner site at Moore-Oxley Street, about 600 meters from Campbelltown Railway Station and the retail core. It is progressing as a State Significant Development Application after a Housing Delivery Authority determination in August 2025, with Doroch Architects engaged on the replacement scheme.
The plan includes 116 market apartments and 23 affordable apartments under the in-fill affordable housing provisions of the Housing SEPP. The affordable component represents 15% of the residential gross floor area and is set to be managed by a registered Community Housing Provider. Unit types include 39 one-bedroom, 72 two-bedroom, and 28 three-bedroom homes.
For mason contractors and bricklaying crews, the standout detail is at street level. The design breaks the building into two main elements, with a masonry podium of around four storeys establishing the street edge before the residential tower steps back above. The podium is expressed predominantly in face brick, while the upper levels shift to brushed and grooved concrete cladding with darker metal detailing.
The corner location shapes the massing, with Cordeaux Street facing the commercial and civic centre and Moore-Oxley Street transitioning toward a lower-scale residential area. The design also includes recessed sections, deep balcony edges, and landscaping to break down the upper form, plus an approximately 11.8-meter setback to the northern boundary to address the adjoining St Peters Anglican School.
In a market that the report says has seen limited new apartment supply over the last decade, the proposal adds another major project to watch alongside ALAND’s Queen Square precinct.
